Who is a Whistle Blower ?

I could never understand the term whistle blower.
Jargon was never my strength.
"Honesty is the best policy" was printed in bold in my school note books.
That seems to be in stone age now.

We could drink water directly from the rickety water tap in front of school. Wells with 10 feet deep water clearly flaunted their bottoms.
Teachers always had an unpublished curriculum up their sleeves to bombard the students with- Values.

People who speak truth, look straight into eyes and those who do not differentiate work from duty have all become endangered species.
It has now become an order in society to barter conscience for Peace.

Who is a whistle blower, then ?

Is he the lone crusader who suddenly become the kalki in his domain and spitting fire at the evil that has enveloped the system ?
We average Indians have very delicate soul and we don't hear,see any evil if the evil is strong enough to change our comfort level. Often doing no evil is the zenith we achieve to compensate for the visual and hearing impairment of our souls.
So slowly we move up the ladder, enjoy all comfort and privileges of  our position, and finally come to rest at a perfect retirement haven.
And while watching the television debates the sense of duty stand to attention.
Oh. It should have been this way or that way. The other day so and so official applied pressure on me and how I did not budge.
Now I am perfectly retired I can take on the serving ones and guide them for the formation of a hassle free, corruption free society.
